Russia, Germany, Poland, China, France, and Japan, what do they all have in common? They all had gun ownership databases that ended in the deaths of millions of gun owners, and in the end the enslavement of their countrymen. The first step to a totaliarian goverment is to take away the guns, but they have to know who has them.
But that's not all this law up on the hill wants to do. If you want to buy a gun, at a dealer or through a private transfer, you have to get a gun liscense, and submit the transfer for approval to the federal goverment.
Remember when you first started learning how to shoot? You were probably between the ages of 8 and 12, having fun with your father, grandpa, or the boy scouts. This law will make it illegal for you to give possession of a firearm to amyone under 18.
Common citizens only become outlaws when the goverments enacts unfare legslation against them, personally I plan on becoming an outlaw if this passes.
Since Clinton destroyed federalism, no one will be able to do anything about it, but you can help prevent it from happening, contact your Representative.
